Carson Plaza

Soil and groundwater beneath an operating dry cleaner and strip mall were impacted with PCE, TCE, DCE and vinyl chloride to 30 feet below ground surface, with groundwater hot spots reaching 4,600 μg/L PCE and 18,000 μg/L TCE.

CES served as environmental consultant to the property owner through the life of the site. CES performed the site assessment and Preliminary Endangerment Assessment, selected remedial options, ran pilot testing, and designed, constructed and operated the vapor extraction, dual-phase extraction and in situ chemical oxidation phases of a phased remedy, managing the case with the Los Angeles RWQCB and then DTSC.

CES prepared the Remedial Action Plan Completion Report. After review by DTSC's engineering, geology and human health risk offices, DTSC issued a No Further Action determination for unrestricted land use on August 24, 2026.

Driftwood Village Soil Vapor Extraction

Driftwood Village is an 8.0 acre shopping center with two dry cleaner source areas beneath occupied tenant spaces. CES manages all investigation and remediation under DTSC's Voluntary Cleanup Program, with a Restricted No Further Action determination under commercial land use as the endpoint.

CES installed 35 of the site's 39 soil vapor probes, prepared the Removal Action Workplan approved by DTSC in 2021, ran the SVE pilot test, and designed and built two full-scale SVE systems on 22 extraction wells in 2024. CES operates both SCAQMD permitted systems, samples with an on-site mobile laboratory and reports quarterly to DTSC.

When one well lost capture and shallow PCE rebounded at a single probe, CES diagnosed the cause, restored the well and redirected flow. The next quarterly event showed an 86.6% decrease at that probe and no location above the commercial screening level.

OC Waste & Recycling Landfill Monitoring and Maintenance

CES has served the County of Orange as prime contractor since 2013. The Central Region contract covers five active and closed landfills; the North Region contract, added in 2017, covers the operating Olinda Alpha Landfill and seven closed sites. Current contracts at Prima Deshecha, Olinda Alpha and Frank R. Bowerman cover 2,820 acres.

Scope includes inspections; groundwater, soil vapor, surface water and stormwater sampling; maintenance and repair of leachate collection, gas extraction, monitoring and water systems; well installation and redevelopment; PFAS sampling and treatment; and compliance reporting to the RWQCB, SCAQMD, CalRecycle and the Local Enforcement Agency.

LAUSD On-Call Site Assessment and Remediation

CES has held LAUSD's on-call site assessment and remediation contract since 2012 and has won every competitive renewal. Task orders cover school properties, often urban parcels with former industrial or commercial uses next to or beneath occupied facilities.

Across roughly fifty projects CES has performed Phase I and Phase II investigations, preliminary endangerment assessments, soil vapor sampling, methane surveys, health risk assessments, remedial action plans, soil removal oversight and dust monitoring. Multiple sites have been carried to regulatory closure under DTSC and Los Angeles RWQCB oversight.

Pier G to J Soil Characterization, Stockpile 36

Kiewit retained CES as sole environmental consultant on its Pier G to J terminal construction to characterize a 1,600 cubic yard excavation stockpile under Port of Long Beach Appendix L and Title 22.

CES designed the sampling program, collected eight representative samples and classified the soil as non-hazardous for disposal but not suitable for on-site reuse. Skye Green, PE signed the technical memorandum and the Port's Representative Sample Certification under Specification HD-S2559.

Pitchess Detention Center Landfill

CES is prime contractor for State mandated post-closure environmental services: site inspections, landfill cap monitoring, semiannual groundwater monitoring and landfill gas sampling and reporting.

CES designed and implemented the landfill gas control system, including methane capture wells and treatment, maintains the gas vent wells and holds SCAQMD permitting and compliance responsibility.
